However, if learning and development departments are going to operate efficiently and effectively, and provide real value to their organisation, they simply must do this. When I joined Reuters in 2001 I did something that hadn’t been done in the organisation before. Most were small local suppliers offering non-specialist training that replicated the offerings of the strategic and preferred suppliers.
