The speeds presented were ideal speeds, but I remember, landing 38KBS in Boston, with a 56K modem. I used it in 1999, to teach a 100% online journalism course in the University of Nebraska system. Not someone who says they are an expert, but never had an LMS in 2000 or 2004 for that matter. let alone 56K modem? So, no 640 there.
