Just in the past two years the per license cost of authoring tools has skyrocketed. dominKnow – $997 for the LTE/STD/Pro (for less than five licenses) (at 5-10, the cost is $2,497 – but you do get a lot of more features and capabilities. Sure you can re-synch it with Articulate Online, but that is not the same.

Costs and quality will vary. For vendors creating standalone apps for the masses on a variety of offerings or new product lines, costs will need to be significantly lower, otherwise it will not be successful. Costs will vary, again lower price points are needed. Many folks know of Mindflash.com and Articulate Online.

To share elearning courses via a learning management system or Articulate Online is common. There are plenty of web services to do that and the cost is relatively low for a domain and hosting. A simple hosting plan may only cost $5-$10/month. Get a domain name. The first step is to get your own domain. Create a site.

As forementioned, Articulate offers an API for Articulate Online, Captive has one for a SCORM Player and does Rapid Intake. And then ask them if there is a cost for integrating APIs. Trust me, they will find other ways to recoup the alleged cost. Moodle has quite a few APIs, including a SCORM Player. LMS Vendors.

Of course, that implies additional cost. A lot of the systems on the market seem to start with some kind of basic rapid authoring tool. I personally believe that it would be better for these systems to accept SCORM content from a few of the top authoring tools. Or maybe you just use an open-source or free. eLearning Technology.
