A challenge with free software is that sometimes your organization isn’t comfortable with you downloading and installing applications that aren’t approved. Aviary has a few image editing tools and offers a pretty complete solution for most of what you need to do. Aviary Feather is a basic image editing tool. Simpler Tools.

But before we explore the free tools, a good budget-friendly option is Photoshop Elements. It’s relatively inexpensive and should be able to do what most people need for elearning.

The cool thing is that regardless of the tools you use, you can still build interactive content. This way you get some hands-on practice, which is a lot more valuable than reading about interactive elearning. The same can be done with elearning courses.
