The speeds presented were ideal speeds, but I remember, landing 38KBS in Boston, with a 56K modem. The majority of people creating the courses used authoring tools, such as Authorware (difficult to learn, but robust), Dazzler Max (I used it, learning curve though), Lectora (difficult to learn) and many others that existed then.
