This eLearning Content Developer position involves professional, technical and creative work designing and scripting online learning content in the Organizational Development and Training Office.

An employee assigned to this classification performs a variety of tasks relating to development of online learning content, support resources and testing. This position provides technical and design expertise to support County departments and/or work functions in the development of online County-specific training programs. This position may also assist departments in the development of local, State or Federal compliance training programs.

Responsibilities

Upon declaration of a disaster and/or emergency, employees in this classification may be required to report to work

Creates online training programs that incorporate adult learning theory.

Maintains and creates detailed curriculum and training support materials such as training modules, quizzes/exams, and job aids for a variety of County departments.

Manages multiple program development projects simultaneously by prioritizing deadlines and consistently ensuring timely completion.

Modifies user interface and existing programs to produce information and reports in response to user needs.

Develops and maintains knowledge of Articulate Storyline, an online learning content development-program, or any other authoring tool chosen utilized by the County.

Interacts with departmental Subject Matter Expert(s) (SMEs) to design appropriate user interface based on learning goals and to ensure technical accuracy of instructional content.

Develops appropriate training objectives and test methods and designs instructionally valid training materials.

Maintains current knowledge of relevant technology as assigned.

Creates and integrates interactive elements into eLearning courses, including graphics, animation, audio, narration, interactive demos and quizzes, etc.

Collaborates with Information Technology (IT) staff as necessary to maximize the use of online learning tools and resources.

Performs quality assurance testing during the development life cycle of training programs, products and materials

Exudes a positive customer service focus.

Advocates building organizational culture through aligning decisions with core values including: integrity, honesty, respect, diversity, innovation, accountability and communication.

Understands organizational goals and objectives and is able to strategically link them to appropriate learning interventions to promote greater organizational effectiveness.

 

Qualifications

Bachelor's degree in organization development, business or public administration, communication, or a related field and three (3) years of experience working in employee training or adult learning which includes experience in program design and delivery of eLearning platforms and solutions or any equivalent combination of related training and experience. Successful completion of a criminal history background investigation is required prior to employment. Applicants within six months of meeting the education/experience requirement may be considered for trainee status. Corporate or Organizational Instructional Design experience is desirable.

Knowledge of adult learning theories and of training and development principles, practices and methods

Knowledge of eLearning and other technological solutions and the ability to effectively use these platforms to develop and deliver training

Ability to plan, develop and implement effective training programs that produce measurable results for the organization

Proficient computer skills with the ability to use current software and learn new software that supports the facilitation of online learning and development of e-courses, presentations and quizzes

Strong communicator with superior writing and editing skills and the ability to verbally communicate effectively with staff at all levels of the organization.

Well-organized with the ability to prioritize and organize work, meet tight and/or adapt to shifting deadlines, and successfully function within a collaborative working environment

Considerable knowledge of Articulate Storyline or other development software as well as Corel PaintShop Pro, Microsoft Word, PowerPoint and Excel

Considerable knowledge of information research techniques and available resources

Ability to establish and maintain effective working relationships with all levels of County employees and the general public.
