Query is that Can we create a Question Bank of 100 Question&Answer? If we can, then can Captivate Randomly select 25 Questions out of 100 and Display at the time of Test taken by the participant who is appearing for the test.

Yes, use a question pool and insert 25 random question slides in the course. I would recommend to use GIFT import for the question pool, since it makes managing text much easier. I also use it for localisation as you can read in this blog post: https://elearning.adobe.com/2018/06/gift-and-localisation/
