Which to use Photoshop or Illustrator
I want to create graphics that include both words and shapes to use in Captivate. These graphics will be used in animations. My understanding is that it is best that graphics used in animations should be raster not vector. Are Photoshop and Illustrator good applications to use and if so which is the one.

I didn’t read that…. you talked about text and shapes, which immediately make me think that vector graphics are better.
Only shapes and text? Why not use SVG, and in that case AI?
Asset Library? You mean the internal Project Library? The Assets are always third party.
You can even use a shape in Captivate and add text to it, since a shape can act as a text container.
My original answer never appeared. You can also create SVG’s with PS. The biggest advantage of using PS for graphics is the great roundtripping feature with source PS files. That is not existing for AI.
Yes I did mean the Project Library. If you can’t tell I am new to Captivate.
I attended the ELearning event in DC this spring. During one of the sessions they said that for animations it was better to use raster instead of vector graphics.
I know that you can add text to a shape but I think that I am wanting to have more flexibility than Captivate allows.
I am not familiar with round tripping in Captivate, probably not an option since I will be using either PS or AI on a different computer than the one that has Captivate.

Roundtripping with PS is better in Captivate, but I use both AI and PS for graphics. Moreover for animations I use Animate CC (which can also create shapes and text).
