Video files not embedding and loading properly on swf publish

I am attempting to embed short (10 sec) video files to a captivate 2019 project and publish it as an swf file. I have tried multiple file types (mp4 and flv), both input variations (event and synchronized) and multiple flash output versions (10.x x), all to no avail. Any ideas as to what may be causing this issue?
