One trick that we’ve used is to ask users to evaluate how likely they are to implement the plan. In some cases, have specific days on a schedule, checking off completed items, providing ratings to evaluate progress, etc. They can easily copy, paste and edit a goal/plan from one of the examples and have no real intent on implementing.
