I am a personal fan of Questionmark, which is in the latter group, but the UI needs a major update ( I am told it is on their roadmap for 2021). Assessment Tools – SaaS is the way to go, and the ones in the market, are either very basic, or they can do the basics and go far beyond to extensive assessment feature sets.
