Of course, they were more looking at PPT conversion tools. Most of these fit into the PowerPoint + Audio and most convert to Flash for delivery. Due to budgetary restrictions I am limited to Power Point in combination with a PPT to Flash Converter as my authoring tool. This has actually gone surprisingly well and I am having a hard time figuring out what the major authoring tools out there have over power point when it is used with a Flash Converter.

It works within PowerPoint so that any one who knows PPT can quickly come up to speed to create a nice looking presentation. My current plan is to use Captivate to create flash simulations that can be embedded in content created by Articulate or Lectora. Captivate does a very good job of creating software simulations.
