Only L&D, folks who (as a whole), use assigned learning.

They offered informal learning. If you wanted assigned learning, yes, they offered that, but nobody was forced to select only that option. If you wanted self-paced learning, congrats they offered it as well. One of my favorite early vendors was GeoLearning.
