It is an instructional book on how to build courses in Blackboard. I must say that it is a very clear and instructive book. The book has lot’s of screen shots, clear step-by-step instructions and it covers the subjects in a logical way. The one thing that I missed are instructions on how to use of external course material.

The core of the problem is that the people creating the content (the instructional designers) do not own the knowledge. I still believe that this is a huge improvement over the classic ADDIE model, but it is not the solution. That knowledge lies with the subject matter experts (SMEs). Because of this, the process is always indirect and slow.
