Creative common (CC) and GNU licenses. If you create something you can add a CC license (there are several options), allowing others to reuse your work (of course with proper attributes to you the creator). This also means that if you find CC licensed resources through a search engine, you know that you are allowed to use that.

Subscription or a license? In general you will find subscriptions in cloud based tools and licenses in tools that you have to install. The licensing model is the old model, the subscription model the new one. A license is a onetime purchase that will give you usage over a much longer period. Did you made up your mind?

As a user you are free to use the software without paying license fees (see GPL license ). As a user you don’t pay licenses. So they don’t choose Moodle because it is an excellent learning solution based on social constructivist principles: No they choose it because you don’t have to pay a license fee.

Subscription tends to be cheaper (lower prices that do include hosting, maintenance, updates and service) while installed software most of the time charge you a one-time license fee, followed by costs for updates or upgrades.
