Adobe Presenter is a PowerPoint add-in, and is marketed by Adobe specifically to educators. It is the easiest path from PowerPoint to eLearning. In Adobe Presenter, this is a good thing.

Since simulations or soft skills lessons are typically produced slide-by-slide (in Captivate, Storyline, PowerPoint, or Presenter), I think it's best to record or import the audio directly onto the slide once the slide is done.

Storyline is a standalone application that isn’t built on top of PowerPoint, however if you know how to use PowerPoint you are going to feel comfortable using Storyline.
