It's a desktop tool, it's easy to use fairly versatile as long as you are prepared to work within very strict templates. It does have some interesting features, including a scenario builder, a selection of learning games and Flash import, and exports to SCORM 1.2 although I couldn't get my test material to play in Moodle).
