Breaking up in subgroups is possible in many web conferencing tools, such as Webex Training, Adobe Connect, Zoom, BigBlueButton etc. In smaller groups people are more active and can go deeper than in a plenary online group. You can also work in subgroups online. Breakout rooms are not for the starting online facilitator.
