If I want to do assigned learning with specific due dates, I can do in an LXP, Learning Platform, EXP, Talent Dev Platform, PDP, and yes, LMS. If I want to offer my learners to pick the content they are interested in, I can, without assigned learning. My LMS did, back in 2000. It was that way even back in 2000.
