I had a bookstore (aka library) where folks could view, and download courses or other types of content. Premise that LMSs were created for compliance and regulatory only. If you wanted the LMS to only offer compliance courses and regulatory, that was/and still is, your choice. I was offering this in my learning system in 2002.

Ideally it should be in two different subject areas, but if the vendor only provides compliance for example, that was acceptable and did not put them at any disadvantage. I created a course in 2002, that supported ADA508, trust me, it isn’t that difficult. Oh, and with Compliance you can have the trifecta (UIE).

Compliance feature sets – Document management tool, digital signature, workflows, and so forth. Many systems have at least five compliance features, some have more, and some have zero. It is a common presumption to think that LMSs were designed for or built for compliance. That is 100% FALSE.
