The enterprise provides tools to employees that they can use as part of the PWLE. I could understand an argument that it would be preferable for individuals to be able to use the same tools outside the corporation for personal interests - but I don't see his argument that it is no longer a PLE or PWLE. Nor is the implication that businesses are out to steal workers' intellectual property. Thus, there's no separation between a PLE and a PWLE.

Knowledge Work Skills / Work Literacy Having realized in 2007 that there's a very important Knowledge Worker Skill Gap , I felt the need in 2008 to find ways to help knowledge workers and organizations build skills like Leveraging Networks , Network Feedback , Finding Expertise , Using Social Media to Find Answers to Questions , Learning through Conversation and searching, scanning, etc. was considered a hot term in 2007 and 2008, but not in 2009.
