Instructional design was actually being used. The majority of people creating the courses used authoring tools, such as Authorware (difficult to learn, but robust), Dazzler Max (I used it, learning curve though), Lectora (difficult to learn) and many others that existed then. Because of the way the courses were designed.

No one say a traveling band of instructional designers on their way to Canterbury, including said one called Chaucer, had the skill sets to build those courses. But in just a few years, there were plenty who could develop, design, build and launched the content using various weapons to achieve it. It was a sight to behold.

I saw three of the interviews: Michael Allen (creator of Authorware and of ADDIE - the instructional design process): he told us that he's no longer so convinced about ADDIE - he's into rapid prototyping. Great stuff - wait until I tell those instructional design dinosaurs I know.

The creator of Authorware and long-time instructional design guru created something of a stir (at least with me) when he announced his dissatisfaction with the ADDIE (Analysis, Design, Development, Implementation, Evaluation) model for e-learning development and put his not inconsiderable weight behind a new process of 'successive approximation'.

For the folks who were instructional designers, some cases yes, others no. And knowledge of any ADDIE or another modalities, not needed. . For the authorware supporters this was akin to blasting the planet with gamma rays. But there were plenty of people who just couldn’t walk away from the ILT structure.
