The Advanced Distributed Learning (ADL) initiative of the Department of Defense finally had enough. The ADL provided compliance testing, so that content and systems could be validated for interoperability.

The initial learning technology standards came out from the AICC. They wanted a way to share important learning around flight, an area with a big safety burden. The Department of Defense’s ADL initiative decided upon a version, to move things forward, and thus was born SCORM. Standards are good. And it’s hard work!

On day one of our series, we learned that AICC (Aviation Industry Computer-Based-Training Committee) can be considered the first eLearning standard, used to track how learners progress through course content. In my opinion, the main benefit is that AICC uses HTTP post requests, *Known as AICC-HACP* , to track data.

To put it simply, the main difference between LTI and SCORM is that LTI is focused on connecting learning systems, whereas SCORM is focused on launching training content and tracking interactions. LTI is focused on connecting learning systems in a standard way. Governance: LTI is created and maintained by IMS; SCORM by ADL.
