Some vendors won’t use SCORM because it takes time to add and implement it. The idea was that you have content in SCORM and add it to your learning system that accepts SCORM, and tada, it works without any problems or issues. Many vendors mention they have SCORM. What does xAPI (course standard) mean when a vendor says it?

If the manifest file isn’t located in the root of the zip, the course isn’t a valid SCORM content package at all and you will likely run into issues importing it to your LMS.
