This is a growing market with new vendors showing up, but at the same time, others disappearing. If a RCAT vendor tells you they have been in business for over 10 years, they are somewhat misleading, since WBT courses really didn’t start to hit the mark until 2000 and then you have limited choices on how to build. Sure there are over 100 vendors in this industry and probably 95% you have never heard of and whom have great products that can meet or beat the big players.

The AICC was dissolved in 2014, and all of its efforts have been transferred to the Department of Defense’s (DOD) Advanced Distributed Learning (ADL) group. In the late 1990s, each learning management system had its own proprietary content format, which encouraged vendor lock-in. You had to use that vendor’s tools to create e-Learning that worked with that LMS, or your content wouldn’t play. To solve this problem, in 1999 the government tasked a small research laboratory, ADL, to “develop common specifications and standards for e-learning.” Lectora® Inspire is compliant with SCORM and AICC.

I worked with ADL from 2003-2006 and participated in the Technical Working Group afterwards. This work informed the conversations with several current and former ADL friends. Project Tin Can” was the name Rustici Software came up with to describe the work ADL contracted them to do.
