Towards the end of last year, our big announcement was the formation of the not-for-profit Consortium formed to handle the governance and address the evolution of xAPI with/for ADL. doesn’t require ADL’s permission for us to do this. All the same, ADL’s done an amazing job stewarding xAPI through its R&D roots to now and to whatever degree we can work in concert with ADL (and US DoD, by extension) it’s to our collective benefit to do so.

For the last 18 years, some of the most important work we’ve done at Rustici Software has been the standards-based efforts we’ve worked on with the Advanced Distributed Learning Initiative (ADL). In 2010, we were awarded a Broad Agency Announcement (BAA) from ADL to modernize SCORM Communication, an effort that became known as Project Tin Can, and ultimately xAPI.

From BAA to DoDI

Two years ago we answered a BAA from ADL to conduct research for updating the DoDI 1322.26- “Development, Management, and Delivery of Distributed Learning.”. Spoiler Alert – ADL accepted our proposal and we were awarded a contract to dig further into what an updated Instruction might look like and how it might be implemented. The current specification group in ADL is a logical group to do the splitting of the specification as it exists today, rather than IEEE which has less representation of the people who developed and have implemented Version 1.0 I hoped in my last post that the community would indeed respond with ideas, insights, opinions and concerns.

I worked with ADL from 2003-2006 and participated in the Technical Working Group afterwards. This work informed the conversations with several current and former ADL friends. Some in the LTSC are very familiar with the European Union’s policies on privacy, security, data ownership and the rights of individuals in digital spaces. International adopters, outside of NATO allies, are not able to work on this through ADL for obvious reasons, but they have come (and will come) to IEEE, and all sectors of adoption are welcome to work together there.
