The problem with committee work is well known; in this case vendors who participated wanted the standard to make it easy for their content to be made compliant. The Advanced Distributed Learning (ADL) initiative of the Department of Defense finally had enough. The ADL provided compliance testing, so that content and systems could be validated for interoperability. Vendors got on board, and SCORM became a more-or-less viable mechanism.

This evening I will join a session for vendors on project TinCan. Project TinCan was a research by Rustici software (sponsored by ADL) into the next generation Scorm. It now looks like this project will be the next Scorm standard. Tomorrow is the start of the Learning Solution conference, but for me it started today. The Ipad/Iphone app is now available and that is a great way to start the conference.

To accomplish this, the industry has come up with several eLearning standards that allow courses created by any vendor to “talk” with an LMS created by any other vendor. The AICC was dissolved in 2014, and all of its efforts have been transferred to the Department of Defense’s (DOD) Advanced Distributed Learning (ADL) group. In 1997, the DOD established the ADL Initiative to standardize and modernize training.

Why SCORM 2004 failed & what that means for Tin Can

It was a lot of work for LMS vendors to implement and more importantly, it was too complex for many courseware developers to use. The end result was low adoption from vendors and instructional designers. Even when vendors offered support for SCORM 2004 this was handicapped to great extent. Nothing is perfect though as ADL admits [5]. Ongoing project support is important.

Google Glass project about a device that will project AR information on your glasses. The idea was to let vendors show pilot solutions they have built with TinCan to prove the added value of TinCan and show their commitment. Dustin described the process of a project they did with a client for (a first) mobile learning implementation.

A course is SCORM compliant when it meets the requirements of the standard set by the ADL. We now have XAPI , formerly known as (project) TinCan. It is for Vendors like easygenerator or other authoring tools to come up with simple and useful applications of the XAPI. If you leave that LMS you will leave all your courses behind, creating a real undesirable ‘vendor lock in’.

There are a bunch of other standards by ADL (who is responsible for SCORM ), IMS , IEEE LTSC including CORDRAâ„¢ , LOM , Meta-data , etc. However, as Pierre pointed out in the comments (and I've edited the text here based on his comments - thanks Pierre) - ADL's SCORM really incorporates what we need from these other standards and thus we've not needed to spend effort going into these standards separately.

Here are some ideas - SCORM Test Suite One of the best things about SCORM (ADL's Sharable Content Reference Model) is that it is pretty easy to test and diagnose problems. My first piece of advice for anyone developing a course is to make sure it runs with the ADL's test suite because that gives you cover in case there are issues.
