SCORM is nothing but a set of standards that make the two i.e. the courses and the course-carrier LMS compatible with each other. It is more or less the same way the bulb and a socket are compatible, i.e. they fit the same standards. However, it is not mandatory to go through the process via the ADL route only.

ADL SCORM 2004 CERTIFIED. Sure, other vendors will say you can do that too, but you have to open each object file to get it. Many vendors hyping PowerPoint to Flash angle as key feature. 57% offer a trial at various length, this is significantly higher than any other e-learning tool with over 40 vendors in the market.
