Multiple standards are used to gauge accessibility ( Section 508 for federal agencies, PDF/UA for PDF files), but the most common is the Web Content Accessibility Guidelines 2.0. They pointed out that ambiguous guidelines are open to interpretation and asked us to consider using different perspectives to suit different needs.
