And then the IMS (an initiative of Educause before being spun out as an independent effort) started creating standards, as did the IEEE (Institute of Electrical and Electronics Engineers), the major body in the US responsible for computing standards.

The first official eLearning content standard, AICC was developed by the Aviation Industry CBT Committee in 1993 as a CD-ROM based standard. A predecessor to SCORM, AICC was difficult to work with and many steps were required to get content in the format running in a learning management system (LMS). eLearning standards like SCORM, xAPI (Tin Can) and AICC were developed to enhance the interoperability of online learning content and technologies.
