An LCMS can be considered to be an LMS that includes an authoring tool. If you need to create materials from scratch (rather than the upload of pre-existing materials such as documents, video, audio, SCORM or xAPI), you should choose an LMS and an authoring tool or an LCMS. It is usually a subset of Human resources.
