After a lot of consideration they had narrowed their choices down to two solutions, Moodle (an open source LMS) vs. the Inquisiq LMS from ICS Learning Group. Exporting all of the SumTotal-authored courses and moving them to the new LMS. SCORM packages were the obvious choice and both SumTotal and Inquisiq supported this method.
