You need to review all the variables (business objectives, cultural starting place, environment in which learning will predominantly take place, mix of media most suited to content, time available amongst learner base, performance change required etc etc ). While I think that most of the rapid elearning tools are very easy to use, it takes some time to develop a valuable learning experience.
