If your goal is just to post the course on a server and let people access it, just for the sake of learning and you don’t care about tracking of any sort – then no, you do not need any compliance standard. For whatever reason- okay to try to set themselves apart – some vendors have created the term “training management” Honestly, they could call it “online authoring system with a few reports and no frills” and it would be the same thing.

This is a growing market with new vendors showing up, but at the same time, others disappearing. If a RCAT vendor tells you they have been in business for over 10 years, they are somewhat misleading, since WBT courses really didn’t start to hit the mark until 2000 and then you have limited choices on how to build. PPT or Word to Flash and the end user can add a TOC, some assessments, audio, video, even additional flash learning objects and attachments.

As a whole, business is being generated in all areas, how much is a different story – since it varies by market and by the vendor themselves. If you were say a vendor who at one time did only video overlays, and now you are in essence a VLP (with feature sets you will find in an LMS who has solid analytical data), that should say something. More vendors entering the space then leaving it. Basics include the convert PPT into a course (yuck).
