Moodle and other open source LMSs : Yes, you can do any type of customization that you want with the systems, but please understand that when you choose to go “open source&# LMS, you will need someone who has programming knowledge or skill sets and who can be a stakeholder in the system. – this can be a challenge.

If they tell you it is “guaranteed&# they are providing you inaccurate information OR are going to roll out an upgrade with bugs and issues which will need to be fixed. Unless your administrator or perhaps yourself has programming skills such as CSS, DHTML, PHP, HTML, MYSQL, etc. – this can be a challenge.
