Most vendors treat SHOULD*s as requirements already. Vendors had already implemented the most common authorization strategies and were able to add whatever strategies they needed to satisfy customer requests. Most vendors recognize that the road is a long one to get to significant market penetration of the 2.0 Authorization.

was so entrenched that no vendor really wanted to touch SCORM at all. IEEE also specifies USB and WiFi and a host of other standards we take for granted but help ensure things “just work” as expected. I’m the chair of the part of the IEEE-LTSC (Learning Technology Standards Committee) that is looking at standardizing xAPI.
