Let me explain: PLE. The tools within a PLE are most likely not used for the purpose of formal education of all learners within an educational institution. This is different from a PLE, a VLE and a PTE. Likewise Google Docs can be owned and shared between learners themselves or learners and academics under their own control.

First off, I have to say that this entire PLE conversation hasnt really sparked much for me. Maybe it was even "personal learning" before the term PLE came along. I dont see a traditional corporation every truly embracing the theme of PLE -- at least in the pure sense of the term "personal". It just seems like a no-duh.
