Retain Scalable HTML on Desktop version when creating responsive project

Typically we publish all of our projects using the Scalable HTML content feature, but I cannot find this option when working in a responsive project (breakpoint or fluid). If not out of the box, are there adjustments that can be made to the HTML file that will produce this same result? Target devices for mobile are iPads & iPhones.
