Towards the end of last year, our big announcement was the formation of the not-for-profit Consortium formed to handle the governance and address the evolution of xAPI with/for ADL. xAPI, being open-source and licensed as Apache 2.0, That’s a feature, not a bug — we licensed xAPI in this way so that it couldn’t be trapped in US DoD the way SCORM was. To make implementations of xAPI interoperable, we can’t limit the responsibility on LRSs.

xAPI and LRS (Learning Record Stores) have been in the news and frankly everywhere within the e-learning industry in the past 1.5 These conversations became something we called “ BAQON ” — a Brokered, Anonymous acQuaintance Open Network. The name “Tin Can API” stuck around once ADL advocated to use the prototype produced out of “Project Tin Can” as the basis for the Experience API (“xAPI”). Right now, “Tin Can” refers to xAPI. There is one specification: xAPI.

Over the years, our folks have participated in the working groups for, and the development of, standards as ubiquitous as SCORM, as forgotten as RTWS, and more recently xAPI. In 2010, we were awarded a Broad Agency Announcement (BAA) from ADL to modernize SCORM Communication, an effort that became known as Project Tin Can, and ultimately xAPI. This initiative will remove the barrier to entry and obstacles that the DoD and many organizations face when adopting xAPI and cmi5.

There are other projects underway to solve it, including the MedBiquitous Activity Report standard and (in a sense) the Mozilla Open Badges project. The Army Research Laboratory in Orlando, Florida (the Silicon Valley of simulation), is, a source tells us, leaning toward specifying xAPI (see below) as the standard for LMS-simulator communication. When we open that can of worms, we’ll know we’ve reached the trough of disillusionment.

This post is for vendors, developers and implementers of the Experience API and for anyone who may one day create something with xAPI. The choices made soon will ultimately impact what you will be able to do with xAPI 3, 5 and 20 years from now. This has me reflecting deeply about what kind of future with xAPI we need to enable. However, we have to also be mindful of the billions of dollars to be invested in xAPI going forward. xAPI is about data interoperability.
