The organization I work for has never formally offered web based training. My role is to help start up a web based training program. It works within PowerPoint so that any one who knows PPT can quickly come up to speed to create a nice looking presentation. Captivate does a very good job of creating software simulations.

But if you want to develop a highly interactive e-learning course with software simulations and interactive scenarios and assessments, you need to go with installation-based tools such as Articulate Storyline or Adobe Captivate. If they are in the PPT format, you can convert them into PDF files and then import them into Flipbook Maker.
