This has always been a challenge with various vendors, especially today, where turnkey (out of the box) is the standard, a few tweaks included, and thus implementation times are very short (a plus). The bottom line without getting technical or overly detailed, the solution is hosted on your vendor’s servers and not hosted on your internal servers. Thus, I focused on at least 50% for Tier 5 (although the higher the better, but even today, vendors are still a work in progress on these items), 85% or higher for Tier 4, 100% Tier 3.
