E-Learning developers – again, common term. Many a company, even associations went this route. Macromedia Dreamweaver came out with templates. Dreamweaver was the tool to use for web design and development. That anyone, without any knowledge around ID or e-learning development could create a course quickly.

The majority of people creating the courses used authoring tools, such as Authorware (difficult to learn, but robust), Dazzler Max (I used it, learning curve though), Lectora (difficult to learn) and many others that existed then. Instructional design was actually being used. Assessments? The data was provided.
