Over time, many learning management systems have been developed. In general, each attribute above can be viewed as a strength or weakness of the LMS system, so not all solutions are effective. Dokeos is a free software product used by international companies, federal governments, and universities.

Just build something simple and effective for, say, a particular program that's a good match for open source L(C)MS feature set. Sadly I did not encounter Dokeos properly until after we'd signed the contract on Moodle, else it would have been a no-brainer - the style is abrupt but simple and the clarity in the interface is refreshing.
