Just like humans need a common language to communicate with each other, eLearning courses and learning management systems (LMS) need a common language so that courses can send information back to the LMS from students taking those courses. In 1997, the DOD established the ADL Initiative to standardize and modernize training.

It’s a set of standards that set out how an elearning course must be built in order to be considered ‘SCORM compliant.’ This is important because if an elearning course follows SCORM standards, it can be hosted by any LMS that also uses SCORM. 2001) and SCORM 2004 (3rd edition).
