To give you an example, the free version is ADL SCORM 2004 certified (many commercial paid ones are not).

If a RCAT vendor tells you they have been in business for over 10 years, they are somewhat misleading, since WBT courses really didn’t start to hit the mark until 2000 and then you have limited choices on how to build. CourseLab – ADL SCORM certified, no less. That was then. Oh, and they are all free.
