You had to use that vendor’s tools to create e-Learning that worked with that LMS, or your content wouldn’t play. To solve this problem, in 1999 the government tasked a small research laboratory, ADL, to “develop common specifications and standards for e-learning.” and SCORM 2004.

There are a bunch of other standards by ADL (who is responsible for SCORM ), IMS , IEEE LTSC including CORDRAâ„¢ , LOM , Meta-data , etc. Note: ARIADNE, AICC, IEEE LTSC, and IMS all participate in ADL's work on SCORM). I've also seen it in an environment that had certain restrictions on JavaScript.
