Answer: xAPI allows for learners to be identified by email address, Open ID or an account on some system, such as an LMS. In practice, most implementations either use email or an LMS account id. Questions: Do you need a LMS and a LRS? How do you best see xAPI interfacing with an LMS? Is there an open source LRS?
