Authorization. Authorization was removed from the standard, but it had only really been loosely defined in the original specification. Vendors had already implemented the most common authorization strategies and were able to add whatever strategies they needed to satisfy customer requests. x lines for years (decades).

In 2003, the eLearning startup I worked for shuttered its doors as our customers moved to adopt SCORM, and we had no idea how to do that. My job was to help author SCORM 2004, focusing on how to develop content that would work in SCORM systems. The first technology in that architecture was the Experience API. Grainger, Inc.
