The other huge issue is that the course terms of chapter-page-lesson/scenario and so forth has turned into “slides” As an added bonus, some products do not enable folks to have a TOC or even push or mention of it. At least SCORM support – Plenty still support AICC. Output to HTML5. 2004 (3rd edition) included.

No, I would select one that offers a robust set of features including this format: Course-Chapter-Page-Lesson/Scenario (whereas in the page it could be a scenario although some tools call it a “lesson”) or you could have a page without any scenario component on it.
