I did dig up the eLearning Guild Authoring Tools Research Report (January 2008). Probably Captivate. I’ve been digging around to see if I can find an actual top ten list.

I’ve used a bunch of desktop authoring tools – Lectora, Dreamweaver, Authorware, Captivate, and Articulate to name a few. I haven’t really used a lot of web-based authoring tools though. However, it will cost you $5 per learner/course if you want Udutu to host it for you. Seriously.).
